You may be confused as to why the military of the Republic of China is scoring so low. However, this is actually the military of the small island nation of Taiwan.
The Taiwanese military is quite big, but it also requires a whole lot of help from the United States in order to maintain its sovereignty. Taiwan has a huge armed forces for an island of its size, consisting of over 300,000 active duty personnel and more than a million and a half people in reserves.
