People deal with a lot of problems involving improperly parked cars by leaving notes. This passive aggressive way to let others know what you really think avoids confrontation and often leaves the person on the receiving end feeling pretty crummy.
A lot of times, these notes are scrawled without knowing any background on the situation, and are not justified. Some people simply cannot keep their thoughts to themselves, so they write these often nasty notes in order to try to teach people lessons.
